32 only locking spare tire strap with key NOS??

Very rare 32 only locking spare tire strap with key. For rear spare tire mount. Sold before the locking hub cap came out. B 18305-A, OAKES, Hurd key. No sign of ever being installed. No damage. Works fine. I believe it is NOS as the paint and metal around the mounting hole shows no sign of being disturbed.
