Default 1933/34 front fender joiner.

I have several front fender joiners 40-16087.
On the top side of each there is a recessed hole with a self tapper screw hole.
Are my presumptions right that it is to secure the fender welting in the correct position below the grille?
I can see no other reason for it.

Your presumption is correct. The welting was held in place originally with a binding head self -tapping screw.
