Default 28 sport coupe wiring help needed

hello, I got the harness all hooked up and got the headlights and horn working but not the tail and brake lights. It looks like the two wires to the tail light are both hot (the one has to go through the stop light switch) and the ground is through the housing of the light.

My theory is that the thing is not grounded. Between all the new paint and the webbing/welting on the fenders it may not be grounding.
Any ideas? or suggestions?

Try adding a ground wire from the brake light housing to the frame or battery and bypass the paint. If you don't like the extra wire, use a test light to "probe" through the paint and see at what point you loose your ground ( ie check at the frame, then tail light bracket, then brake light housing ect) .
