ford31, bottom holes are for attaching it to a horizontal surface.

Here is one from an early 1920's Studebaker cowl that was found in the woods - I added it to my car to cover holes left from a newer ignition solenoid. It is a one-piece stamping of spring steel having a finger holding the can into the tabs at the other end - similar to one the repops sold thru the T catalogs.
