It turns your headlight switch at the bottom of the steering box. High, low and parking lights are the three positions.

ok thank you. someone had put in a dimmer switch on the floor. never thought of it being for headlights. on the dash there is a headlight switch that is wired for the headlights and parking

My guess would be someone bent your horn/light rod making it inopperatable. Then put a switch in the dash

This info is part right. It does turn the light switch at the bottom of the steering box. The positions are turn far right is parking lights. Turn left one notch is all lights off. Turn to far left is head lights on. The high low is the dimmer switch on the floor. I own one.

The '39 did come with a factory floor dimmer. I need to correct my earlier comment. '37-39 headlight switch had three positions which was off, on and park. '36 and prior had off, high, low, and park. You're factory switch may still be on the bottom of the column if you can feel the three positions.
Many times when a car was rewired they eliminated using the stock switch and put a headlight switch on the dash.

Still not quit correct, 38 was the first year with the foot dimmer switch. Should read, 38-39 had the park, off, on and 37 and prior had park, off, high, low.

One of the problems I remember with 38 and 39's way back, was while cornering at night, the horn button was liable to bind causing the lights to go out.

You are right. It works good at keeping your heart pumping. Metropolitan's done that too. I think a mans sleeve may catch on them too.

You might want to purchase 1939 Ford Owner's Manual. Very handy.

A good way to get the feel of the horn button is to try your lights at night, while parked in side your garage. You will see how the different positions change the light shinning on the back garage wall. The floor dimmer should work with the lights in the on position.
As an aside: I wish they still had the floor dimmers. They seem a lot safer to operate than using a hand to operate those damn flippers on the column.

what would have went where the headlight switch is now ? i have throttle top left, headlight bottom left choke top right and ashtray bottom right. i thought the h, switch was factory because it has same knob as the other 3 on the dash but i suppose all the knobs could have been changed. could that spot have been for a dome light or something ?

Maybe a look at the wiring diagrams will help. These are the wiring diagrams for the 39 std and 40 std. The 39 std shows the light switch at the bottom of the steering column in the wiring layout and also in the wiring diagram (the triangle in the diagram). The 40 std diagrams shows the dash light, the light switch canister is no longer at the bottom of the steering column. Part #01A 11652 is the Light Control Switch and was first used in 1940, you can see the part number on the wiring layout diagram. Part #81A 11657 is the light control canister at the base of the steering column.
