Default horn plus amp meter problem

while I am running the A it doesn't charge over 0. Generator seems ok as also a new cutoff. Horn discharges the amp but horn either doesn't work or makes very weak sound.
Can someone point me in the right test direction? Of course they may not be connected problem but clearly the generator is not charging correctly.

Use a good quality DVOM or an analog voltmeter and check the voltage on the input to the cutout and on the output of the cutout. Also of course the battery voltage. Do these three tests with the car off and then again with the car at a fast idle. Report back if you can't interpret the readings.

How did you determine "generator seens ok"? Did you do a motoring test? Messure output voltage with the engine running over 1000 rpm? Are you using a quality cutout? Many if the currently available aftermarket cutouts are poor quality.

Are you sure the 3rd brush in the generator is adjusted properly? If not, that could be the simplest solution.
