The washers are used to set valve seating pressure. Check some of Ol' Ron's postings. They go between the spring and guide on a flathead or the spring and head on an OHV.

They are necessary when using GM valves which are longer to achieve the correct pressure,

Ok when you check the spring pressure in the spring tester.
How much compression to get the proper # pressure of the spring?

That sounds kinda high. I used one .060" shim on a rotating valve assy to get #55/60 with stock springs and Max#1 cam. Engine has been running now for over 10 years.

You are correct, I made a mistake and copied the figures for the Lincoln EL engine, For the 51 Merc. it should be 40#-43# @ 1.89"
