The main difference is the length. 28/29 were quite a bit longer. Don't have any 28/29 on hand so I can't give any measurements.

I have a 29 roadster which was fitted with a 30/31 front bumper and brackets - presumably a long time ago (also 19" wheels).
The extra curved ends of the proper 28/29 bumper looks good in photos but I imagine that the extended brackets would look quite odd or out of place. I haven't seem the original 28/29 set-up in the flesh (so to speak) so I wonder if my thought is correct. Is the 30/31 bracket bumper an aesthetic improvement ??? What do people think ???

'28-29 brackets come out straight from the frame and have a broad wrap around curve.
