Default Anti-rattlers

I bought a pair of anti-rattle felt bushings for the spark and gas rods--not from any known need, but because they sound like a good idea. As I re-assemble the steering tube, I cannot see how or where these bushings are installed. Any thoughts ?

They slip on to the spark and gas rods. Les Andrews has instructions. I think just above the half way point and they should be staggered a bit too.

I would expect to see it in Les Andrews, but I don't find it. Logic says they slip on just as you say, but that can happen only if they go on before the big top bushing is installed, right?
