Sorry I took so long to reply. And, I don't have with a Bell wheel----but an early Kurtis. My rim was made from wood, so rotted that it was beyond repair but the aluminum center was salvageable. I made a new wood rim out of hickory. I couldn't make a full 360 degree rim but I could get two 180 degree pieces and cut to fit from there. It required a lot of work but the finished product was beautiful( at least to me).

If yours is a rubber coated wheel, there are industrial coaters out there. Look under industrial gasket suppliers for those that coat. The closest to me is Nashville Rubber and Gasket in Nashville.

If I can be of help just PM me.
