Default 37 Gas Tank Mounting

I am looking for some clarification on how the tank mounts in my coupe.
Does the tank sit on top of the frame rail?
Also shouldn't all three mounting bolts on each side have a bolt, spring, nut and cotter pin?

I purchased a tank mounting kit but it doesn't seem correct. There is only one bolt/spring assembly per side.

Spring on one side only (driver's side I think). If you have the early type tank with sleeve that screws into the tank, the install will be a little easier. You will need to muscle it in--the tank sits on top of the frame rails. There are two fiber strips that go between the tank and the frame.

Shove the tank as far right as you can muscle it, push the left side up and then bring tank back left. The tank should fall right into position.

Tank sits on top of the frame rail. One side uses two bolts and the other side uses one bolt with the spring, washer, castle nut and then the cotter key.

The bolts on the side with 2 bolts -- the bolt heads should be drilled for a safety wire. The edge of the tank should have cage nuts-- as picture shows. The single side bolt should also be drilled and the safety wire wraps through a hole in the frame.
