If all the lights go out at the same time, then come back I'd look at the main power source lead as a culprit (ignition stitch maybe). As mentioned above, No idea if this was replaced with a stock harness setup, as it's 12v.

A long piece of wire (5-7ft) with alligator clips on both ends can be helpful in finding ground/power issues. Simple but effective.

No, there is only one fuse in the 38 Fords. If you check the diagram in post #9 the dome light(s) are wired directly to the fuse panel. There is a switch and then the dome lights.
