I've seen "curls" from an aluminum piston which scored the cylinder - but this isn't that.

Having poured and line bored engines I agree with Randall and a few others.. it is slag and overflow from when the main were poured and overflowed out of eh molds and stuck in jr block and is now coming loose . It was a bit careless and overlooked from the one who poured the babbit. When I looked at the photos I knew exactly what it was.

Thanks fellas. I feel it is slag from the pour. This sure could have avoided a whole lot of unnecessary work, but I feel much more confident after looking everything over.
