Question What is this for??

While installing a new fuel shut off I noticed this under the dash.

Looks like a bracket to run the vacuum line for the wipers if it had vacuum wipers.

It is also used to retain the cowl panel (note the inverted U shaped part of the bracket). I believe the corner bracket is also used for electric wipers. My 28 coupe has one and also a smaller right angled bracket on the other end of the row of bolts next to the A pillar and the car has an electric wiper. There is a wire from the terminal box, through the bracket you show (rubber grommet used inside the big hole), through the other bracket I mentioned above, then goes inside the side windshield garnish then across the windshield hinge to the wiper.

If this had wipers where would they be as I see no holes anywhere across the top of the windshield could be I have to look harder.

Yup she had wipers just had to stretch the neck a bit.

Is not that one and one on the other side where the cowl lamp wiring goes??

isn't that were the upholstery gest bolted to? my truck has them from the factory and it does not have cowl lights or vacuum wipers

The bracket is not for cowl lights, it is for the wiper wire (hole with rubber grommet installed in it) and to retain the cowl panel. It serves two functions. The bracket is used on all tudors, coupes, fordors and many other cars that have hardboard cowl panels.
