Default Throttle controll question

Evening all. Cleaning up a throttle controll ( bolts to the top of the bell housing) before installation and have a question. Do the two oil holes on the top of the linkage that lubricate the cross shaft have some sort of "wick" type plugs in them or are they just left open. I would think they'd have something in the holes to retain the oil and help keep dirt out. If they do, what is used?
