Default pops, slips, drops out of second gear

I have a "rebuilt" transmission that was won in a raffle. Please read all of this message before responding. When I put it in my car it popped out of second gear when going up hills. Usually when I would back off the accelerator. This was not just a "slip out of gear". If I put my hand on the shift knob and tried to hold it in gear it took considerable force to hold it in gear. I have since removed it from the car and have taken it apart. The tower plungers and springs are OK. I did swap out the tower with one that did not pop out of gear and it still popped out. Thus the problem is NOT in the tower. The bearings are sealed and appear to be new. The gears do not appear to have any pits or wear. Shims were used between the engine and the housing. What else should I check?
