How do I attach the Sport Coupe Inside Metal Belt Rail

I need some help. How do I attach the Metal Belt rail on to my 1929 Sport Rail. The inside /Anchor Belt rail has small holes drilled every 1 inch or so. That will hold the outside metal belt Rail that will snaps into place.

I assume that these small holes hold the inside/Anchor Belt rail on the wooden belt rail on the car. What do I use to hole the belt rail to the Car? small body Nails or Small wood Screws?? Help! Hugh
