Default What is this KR Wilson tool?

Listing says it is a valve lifter. Seems to work opposite of what a valve spring compressor would do.

I am pretty sure this is early Ford V8 tool, not Model T or A.

It is a Lincoln / Lincoln zephyr v12 valve spring tool
I have one and have not ever had the call to use it but know it is not meant for the v8
