Default Emergency Brake Cross Shaft Installation

When installing the emergency brake cross shaft that goes between the side rails, do the springs go inside the brass cups on both ends or are they installed between the cup and the bracket? The descriptions in the parts catalogs seem contradictory. Thanks.

I am installing it on a 1929 frame. The brake shaft does not go through the side rails. The diagram in Bratton's catalog shows the spring outside the brass cup which they call a brass bushing or bearing.

The Les Andrews book (Vol.1) has a section showing the rebuild process for the cross-shaft. The spring is placed over the short protrusion on the cup, and into the frame bracket. Thinking in the lines of lateral movement of the frame.. this would allow for some flex and movement, and not be a solid mounted fixture.
