Default 1939 quarter windows, how far do they go down

My 39 2 dr sedan came with the windows and regulators out, to replace the glass. I am not sure the way the regulators go in. The way I installed them the 2 arms come together at the bottom. The window track does not come down far enough to work. I need to know the correct way the regulator goes in. Also it looks like the windows do not go all the way down, and part of the window can still be seen when all the way down. Thanks for your help, as always! Ron
