Looks to be all black in photos, a color not unique to either '33 or '34, Canadian or U.S. made.

Not necessarily as early '34 standard body types had black fenders when their bodies were painted in Duncan blue and Cordoba gray.

Technically, Yes on both accounts. Standards "normally" did not come with cowl lights, They were offered as "accessories" OR "could" have been required by State Law, depending on the state (OR country)
