7 Tooth Steering felt seal and retainer

I feel fairly stupid posting this question - BUT -

I had my steering column rebuilt and received the oil seal retainer nut with a tube and a felt oil seal, but for the life of me I can't figure out how to install this. If I insert the felt, there is no room to thread on the oil seal retaining nut. When I try to install it without the felt the retaining nut threads do not grab onto the column lower bushing, even though I can feel the threads and the retainer nut threads look good.

How should the felt seal and retainer nut with tube be installed?

Needs a little pressure on it as you install I just done this job

Seems to be a simple job, right? I spent hours just getting the tube into the steering shaft.
