Default rebuild 94 carb on 8rt ?

It idles pretty good but as it's given gas it runs rough.I can partially choke it and it smooths out nicely. My guess is that the carb needs rebuilding. I've never done that and am going to try. Is my thinking it's the carb probably correct or not? I've replaced the points, plugs and condenser .Is rebuilding or replaceing it best for a novice?
