I did a little research and it seems this might be part of a telephone service for rural Vermont, maybe shoot an email and see if you get a reply?

Yes, this was sent to me from a friend on e mail. I just forwarded it to the barn because it had a dozenor so beautiful woodies. Sorry I can't help you with the photosas my eyesight isn't very good and my computer skills are even worst/
