Why not post a redacted copy of the letter. Without seeing what you’re talking about it’s just adding to the fear and rumors.

I don’t think this has anything to do with a carbon tax or ban. It’s more likely a random fraud check. I get those from time to time from MVD and insurance companies.

But who knows, let’s see the letter.
