Default Emergency Brake Cross Shaft

What is the difference between a 28-29 and a 30-31 emergency brake cross shaft for a passenger car? Like my 30 Roadster. TIA

28-30 .. arms are inside frame rails, 31 arms are riveted to the shaft that proceeds outside the frame rails. Ref Les Andrews (Vol.1) pg 1-79..
