Cool Plug jammed in tie rod end.

I was working on my tie rod ends today for final assembly. Everything has been taken apart, stripped, sandblasted, tapped, and painted. The rt. side went together with out any problem and the cotter pin will slip right in. But on the lt. side the end plug is tight but it's about 1/8" out from where the cotter pin goes in to lock it. any ideas? I'll be tearing it down to see what's up.
