Default Flap or no flap

I have a 38 Ford Tudor with original artillary wheels on it. I'm buying some new Coker Classics but don't know if I need to buy flaps for them or not. Does anyone know if I need flaps to protect the tubes or not?

If the artillery wheels are not wire spoke wheels or don't have any projections on the inner rim, can't see any need for them.
