Default '40 Steering Lock Disassembly Follow Up?

Eight years ago Ken/Alabama posted disassembly instructions for the '40. Now having failed to remove the bolt a few times two things are yet to be tried. On instruction 3, is it a must to remove the switch plate? I've been holding off on that trying to preserve the original plate. Secondly, what's holding the bolt from sliding inward as stated in instruction 6.? There is a pressed in pin visible from the back that I suspect. Any thoughts? Thanks Fred A
