Default Trico vacuum wiper

I am rebuilding a wiper motor for my 36-5 window. Should i be able to blow or suck through this valve "governor" no matter which way the knurled knob is turned? If not where can I get one?

If you can not get vacuum through it of course the wipers will not work. there is a diaphragm inside that usually ruptures and causes vacuum leaks, If you find one that does not leak and yet does not regulate but does allow the motor to work your good to go. Try the motor and regulator on a modern car if your old car is not running.
