Default 31' Generator not charging

Well I tried to lower my generator output from 12A to something less but appears I've likely made things worse. Before I yank the generator and have at it figured I'd toss what I'm seeing:

Ammeter: At idle, 0A. At speed no charging.. I do see 1-3A when I step on the breaks (load)....

Wondering if there some way I might the generator output less the cutout...

If you moved the third brush, how much did you change it ? Have you tried different settings ?

Yeah I have a 3rd bush but it's very hard to move...

Taken the Generator off... simple enough for that... my 3rd brush ring is frozen so only one what to see that's up.... I'll make some video of this... soon...

So as my Generator rebuild from fmr. owner, a likely new armature, but 3rd bush ring, and field windings have been around for a while....

So got the end cap off and 3rd brush ring just stuck due to old oil,dirt, etc.. I've got it off so it needs a cleaning...

I took very fine file and removed to two spurs on the ring... now I have full range of motion on my 3rd bush ring...
