On a 29 is the 12 position going straight between spokes in the steering wheel or is it at a spoke straight up at 12?

It should be adjusted so there is an unobstructed view of the instrument panel between the spokes of the steering wheel with the wheels straight. For more info check page 230 in the service bulletins.
