Default Front fender dimples

I have a 1930 fender to start the metal work on. The area where the headlight bolts down on is gone. I have one of the vendor's "headlight bar patch" pieces.

Do the dimples point up or down or should there even be any dimples? My originals are fairly flat in the area with a recessed section matching the fender brace and headlamp bar area.

On some headlight bars there's a circle around the square where the carraige bolt comes thru.That should sit in the recessed section of the fender.
