Factory manuals work with new parts so new shoe/lining and drum . Factory doesn't recognise any wear however minor .A worn drum has a larger dia so you need a thicker lining to compensate for the wear ie drum has .050 thou wear lining needs to be 0.25 thicker to compensate shoes are ground to set the correct clearance . but you still need to install the shoes correctly to achieve this hence the anchor pin adjustment

Is this the power bleeder you used? https://www.summitracing.com/parts/m...iABEgL-YPD_BwE

The left front drum now fits correctly and spins after the outer nut has been tightened. Problem solved.
