Default Yet another generator question

I have searched and found lots of information regarding repolarizing, but will that do anything for a generator that will not 'motor'.
I have a professionally rebuilt generator. It has only 300 miles, but I have never had it show charging.
The generator was not putting out. My multi-meter shows 5 volts at output, but is shows 5 on any other contact. It says 0 on the ammeter.
I have adjusted the 3rd arm all the way and I still get nothing on charging.

I have a brand new battery, I changed the cutout, ammeter, coil and all is good.

I did the 'motor' test and nothing.

I inspected the generator per the Les Andrews book, and nothing. Everything looks clean.

While it has low mileage, I cannot return it because it was purchased 3 years ago during restoration. I will say that some think yellow wax-like substance came out of the unit. On inspection, it is spotless.

When I try to 'motor' it, I try spinning the armature, nothing.
Can I repolarize it out of the car using a battery?

I am open to ideas?

Remove the cutout and V-belt then try to polarize it to see if it motors. If not, then remove the band and check the wiring. I've see a couple generators cooked by the field and output wires mixed up.
