Question Double lock lifter adjustment?

Looked into the valve chamber today and found double lock lifters and it looks like the lifter guide towers have been machined down to facilitate adjusting them. now the question, is the top nut the adjusting nut and the middle nut the lock nut and do you lock it against the lifter?

Tbird I was thankful, it sure made the job a bunch easier.The rebuild was done back in 1992. long before I got the car.
