Default Cowl to firewall screws

As I prepare to replace cowl bottom and subrail extension patch panels, I need to know what is correct. In the attached pic, there are no screws, and no holes or captive nuts behind the holes indicated. The new subrail extensions also have no corresponding holes. If this is all correct, the only way the bottom of the cowl and firewall are held together is by the bolt at the bottom of the cowl band. is this correct?

Russ, that is to be riveted together with the head on the backside and a waffled peening on the forward side. It uses a 3/16" Truss-head rivet. The location of the hole is fairly critical to have proper hood alignment.
