Default under tank gas valve leaking

New valve, 29-early 31 style. Leaking thru to the carb. when shut off. Suggestions? Is there a spring in there to make the valve seal, it seems to turn very easy.

It comes with a small amount of grease that won't dissolve in fuel. The small amount is all you will need. The grease fills the small scratches/irregularities in the surface of the taper and seals it up. I did this on mine a few years and 50,000 miles ago and it's still good.
