According to the technical book the Victoria Association sells there is a difference between the spare tire carrier bracket for a steelback and a leatherback. Reference Anders Ramberg section. No mention is made of the carrier mount itself. I thought I read somewhere that they are different.

there is no difference between a leather back or steel back on the outside bracket, but the inside bracket is completely different. I went back and looked at the JS I think it is a type o, the bracket part #shows A1414 and above it is A1413 I think the three should have been a four Hster if you need one let me know. Re: 1931 Victoria rear spare wheel mount
There is no difference in the exterior spare wheel carrier between the Leather-Back and the Steel-Back.
However, the internal supports (3 versions) are significantly different between the Leather-Back and the Steel-Back because of differences in the interior body wood at the rear window. The Leather-Back has a more complex internal wood structure, and its rear window is larger than the that of the Steel-Back.
