Default Window Side Regulator '30 Tudor

Is the grooved circular piece on the end of the regulator arm that contacts the metal glass channel supposed to be free and turn like a bearing? All of mine are frozen in place (maybe stamped that way when manufactured?). I don't know if it's supposed to be like that and slide along the metal track or should they rotate along the track as the window is cranked up or down?

yours are correct, they do NOT rotate.
