Default Strange wartime engines

This is about the 3rd time I have come across an engine like this, its a mercury block but it has been sleeved down to 3 1/16" and I guess have a non merc crank and rods, 2 of them had the funny flywheels with the deep edge, they have X5 embossed on the rear of the block. are they some kind of industrial engine? seems like an expensive way to rebuild an engine back in the day.
