What happens when power beyond the switch is disconnected ?

What have you done to try find out what is wrong ?

What happens when just the lights are turned on ?

If the points are closed when the switch is flipped on, then the coil will be energized like an electromagnet until the points open again during starting, Full discharge seems to be excessive since the current draw isn't all that high with the coil. There may also be a problem with the ballast resistor.

Put an inline ammeter in the circuit and take an actual reading. So many of the replacement ammeters over the years have been junk. Even a good one gives a very general idea only.
