If the motor is working it may only be a case of correct adjustment of the diaphragm on the vibrator.

Some possible reasons for the sick sound:
1. Dirty commutator. Clean with scotch brite while spinning.
2. Dry armature axels. Few drops of light oil on felt pads, no grease.
3. Oil on brushes and commutator. Clean with toothpick between copper segments.
4. Ground up brushes. Replace as necessary.
5. Dirty electrical connections. Clean and tighten everything.
6. Not adjusted quite right. Adjust screw as necessary.
7. Diaphragm cracked or painted. Replace as necessary.
8. Loose diaphragm ratchet wheel. Tighten.
9. Adjustment adjustment springs too tight. Make sure armature spins freely.

Make sure your armature starts quick and runs fast. After that, it's usually just a matter of adjustment and diaphragm health.

a lot of the times when the motor work good and the horn sounds bad someone put the diaphragm in wrong. the little hole in the diaphragm always goes to the bottom. last month I sold a good working horn to a buddy, it need to be painted. he brought it back to me because it now did not work very well, he had took it apart and painted it and put it back together with the diaphragm in wrong. so always make sure when assembling the horn that the little hole is on the bottom which will have the drive straight up and down.

What others have said. A slightly week battery will cause sick cow sounds. Usually six volt systems will need the engine running fast enough for the generator to be charging pretty good or the horn will be weak . I really prefer the repro Hutchins horns on twelve volts. These horns are also motor driven and similiar but better in my opinion than the old originals. Of course a professional rebuilt original would be best , as far as originality goes. My cars are just fun drivers and I prefer the louder stronger repro horns . All of the old originals That I have experience with , I can smell the smoke when they blow and the sound is so subdued that they are nearly useless as a warning device.

Poolnut, I recently resurrected a repro that acted like it was dead shorted when you put the current to it. I took it apart and freed up the armature and lubed it all over , now it sounds great.

Possibly this.

If you just hook 6 volts up to the horn directly does it work? If it DOES then the problem may be in the horn switch / button. Be carefull taking it apart because those tabs are easy to break off.
