This might be a new old stock fender. It was stripped but never re-primed. It has two dents in front curve and someone cut a taillight hole. No evidence that this was ever mounted or used. Reproduction steel fenders are $650 ea.
Shipping can be an issue. I am 20 miles from Traverse City, Michigan Pickup here is cheapest solution.

Nice fender at half the cost of a new repop.
