Default Commercial Headlight Shells stainless painted black

Have seen several factory painted black painted commercial 30-31 shells that are unpolished stainless shells not steel shells. Could these be production shells or later Ford replacement shells?

Just curious as how you determined they were factory painted?

Riveted after painting and stainless appears to be never buffed after stamping

In the 'pile' of stuff that I got from Kansas, I brought home 186 headlight shells. I found two of them that were like this!
