Default 1935 - 1936 Pickup Taillight Brackets

I am again seeking guidance on the restoration of my ‘36 pickup. I am working on the bed and sorting out a plan to reassemble the bed using rivets and have a question on taillight brackets. I have done a lot of digging on this forum as well as online and have found that most people say the flat type of bracket mounted to the front side of the rear stake pockets is correct. My question is... why do my original, untouched stake pockets with factory rivets still installed have no holes for any type of bracket? Original rivets are still installed, no holes have been welded up. What am I missing? A friend has a ‘36 pickup as well and has holes on drivers side for bracket but nothing on passenger side. Was one taillight standard with the passenger side being an option on the pickups? Thanks for the help.
