Default '29 splined steering wheel spoke finish

The spokes on my origional wheel are peeling. The stuff looks thick, like it was some kind of rubber? Perhaps the same stuff (soybean/Fordite?) that the rim is comprised of, just applied thinner? Would painting the spokes a flat black give the correct finish?
