Default Strange Crankshaft

I just bought what appears to be a 49-53 Merc crankshaft (large holes in rod journals). It appears to be serviceable with a regrind. However, the front pulley shaft has been partly turned to a smaller diameter. See attached picture.

There appears to be enough metal to support the gear and pulley. However, I cannot figure out why someone would turn the middle of the pulley shaft. You can't get a sleeve on it and there is nothing to center the slinger.

Any one seen one like this? Any ideas on why it would have been machined this way?

Is it possible that modification is what's left of a marine front drive? ..B.

Or, an area which has been worn as a result of many rotations of a slipping drive hub.

Or maybe it was metal sprayed originally to repair and the spray material came off.

At least you can install the cam drive gear. The rest is going to take some thought. First a keyway then a machined collar, split in two pieces. Them a special belt pulley. OR something like that, I'm sure a good machinest could figger out something. However a good used crank might cost less.

Is it possible that the piece is screwed in to the end of the crank?

What is the diameter of small area? I think the normal crank snout is a little over 1.3 inches.

Just thought of an easier way to fix that. Make a key way in the shaft, make a key the stock height, make a split collar that fits in the shallow area, use stock seal sleeve, use stock pulley pulley.
