I would like to know the answer to this question also. I guess no one knows since no replies. Somehow the cylinder must come out since somehow it was put in originally. If no one replies, perhaps a trip to the local lock smith might give an answer.

That appears to be a Crown handle in very poor condition (the cylinder)
You generally have to take those apart starting at the rear and disassemble
Then the cylinder is pot metal and frozen; you have to dig it out carefully
Then your problem is finding another Crown cylinder to replace
B&S will not work on those
Once u you ok get to where you can access the frozen cylinder soaking in penetrating oil might help loosen and maybe some heat but not to melting points or red
Those are a big battle

I monkeyed around with my trunk handle for about a week trying to solve this same problem without any degree of success. I gave it up as a bad job and ordered a new repro handle for $40 from Mike’s, which for all outward appearances matched my nonfunctional, unrepairable one (which may or may not be an original - I can’t tell).
Anyway, the new repro not surprisingly required some cutting, filing, and careful fitting of the main shaft, which took about an hour. When all done, it looks good and works fine and I can lock my trunk again. My coupe (my avatar) is not restored for judging, it’s restored for functional and safe use, so the repro part works for me.
