Unhappy Another OD Question

I have two Fords with OD, a '49 & '50. I have the Master Repair Manual from Ford. I know the thing with grounding the THSW post on the relay.
This shoud trip the relay and the solenoid should activate also. The problem with both cars is, it will trip the relay but will not activate the
solenoid! The strange thing is one of the cars did do what was suppose to happen but will not now. Both OD's work as they should on the road.
One has a switch under the dash that locked the OD on at a stop to keep
the car from rolling backwards. It has worked but now it will not......

Any idea what is happening here? The voltage is 6.33 at the battery.
I would like to use this hill-holder switch.... I know it works good because
I had a rotary grounding switch on the gear shift shaft on my l951 Ford in
l956 and it worked great.
